Our Mission

The mission of the Virginia Rail Policy Institute (VRPI) is to advance freight and passenger rail policy in the Commonwealth of Virginia by using objective and rigorous research and publication to enhance understanding of inter-city freight and passenger rail issues and opportunities. VRPI believes inter-city rail is a realistic,  cost-effective, and essential element of a modern multimodal transportation system.

VRPI is a 501(c) 3, Not-For-Profit organization.
